LEAD Initiative: A New Path Beyond the Justice System

We're really looking at the fact that if we deal with from a harm reduction point of view and we reduce the harms of their behavior and we don't require abstinence, and we don't remove people from our program because they're not ready, willing or able to stop using at that point, then we're ultimately going to be able to provide services and provide help for those individuals that would have felled out of all the other programs and are in fact a lot of the people that many police officers are dealing with Every Day on the street anyways.
