An evidence-based intervention to me is really the standard definition for what is addiction treatment. There's three criteria required for an evidence-based intervention. One is that it's theory-based. Two, it's scientifically proven to be effective. Three, it's delivered in a standardized way, no matter what your model is... if it meets those three criteria, it has a theory, it's been scientifically proven to work and it can be delivered in a standardized and consistent manner. You've got an evidence-based intervention.
