I feel like that is changing, but it has hardly felt like negotiation sometimes, where we spend a lot of time posturing and we each have our mandates from, in my case, my membership and my other counselors, and it's frustrating at times because it doesn't feel like there's a lot of give and take at the table, although I do feel like that is changing.
